Not necessarily. If the mother goes on welfare, the county will automatically garnish the wages so that the child support goes to them first, then to the mother.
Sounds from the article that he set it up that way with his employer, so it would be sure to be paid. He was the one who noticed the differing amounts, and moved to make sure what he thought was the correct amount was actually paid.
Not true. The father can make the choice to have the amount withheld from his pay and paid automatically. This varies by state though, some states you can set it up for the state themselves to pull the money and pay it for you, others you have to make the arrangement with your employer yourself.
I did this when I got my divorce in Florida. I requested that the state automatically remove it from my pay and pay it monthly. Cleared me from having to have to deal with my ex for anything involving child support.
My only responsibility was to make sure the state was informed if I changed employers.
My wages were garnished for 10+ years for child support, in spite of the fact I was volunarily paying prior to the support court order.
It does not matter if you are a "good" father or not. The State does what the State does.
