Bottom line is, you weren't there and I wasn't there, and the stepfather's story has changed over time. All I'm suggesting is to do your own research and not jump to conclusion based on some media reports.

Their "story" is that a cop walked in and executed a subdued 18 year old kid. Honestly, how likely is that? I'm not saying it's impossible, but it's highly unlikely. If it is true, then I think the cop in question should have the book thrown at him to the fullest extent. All I'm suggesting is to think about it.
