How is that different from what I said? Texas violated the treaty, but there was no remedy to enforce that without a vote of Congress.

When the supreme court declines to uphold a treaty that in effect invalidates the treaty as being unenforceable as written. One can not violate a treaty with no standing. Texas was right!!!
