Not “purely”, but certainly “largely”.
The two categories of people who will take the hit on this are minimum wage Federal contract workers, who will see a loss of jobs, and Federal employees who will see a loss of services and options. Their work areas won’t be cleaned as often, maintence on the facilities they work in will take longer. They’ll have to pay more, or find other options, for meal taken at work.
