Ah, but he’s a nominee, not an applicant — there’s a bit of a key difference there.
Moreover, the spirit of “these people, too, have admirable qualities” is something that a diplomat ought to have — so it’s not entirely without merit. (And things like language, culture, customs can be taught and deficiencies bridged [have a reliable translator and a competent staff] and even a mediocre diplomat can do a good job.)
