I smell a brand new EO. Or is clown even bothering to write and issue EOs anymore? The last EO, #2014-666 entitled "The EO to end all EO's" states that EOs are no longer needed and the executive POSOTUS can just rule by edict.

Obungu is going to approve the Keystone. The nonsense mentioned here (global warming resilience fund) is a sop to the eco-wackos. It will be money tossed down a rat hole but will keep some Federal slugs (workers) busy and might even hire some more from “the community” to administer it

Obama is touting the fund during a trip to California, which has been devastated by a drought that is threatening the Central Valley's agriculture production and has led Gov. Jerry Brown (D) to call on Californians to conserve water. What's threatening agriculture production is diversion of fresh water to sloughs in the Sacramento River delta for the benefit of the delta smelt.

Thank you. I was just going to post that other than 3 years in Spain, I've lived my 64 years in SoCal and seen one drought after another. SoCal is basically a desert, even the greater Los Angeles basin. The genuine problem now is the population explosion over the last decades.
Solution: desalinization plants. But no, the hippie/socialist/environ-whackos won't allow it. Recently read Israel has constructed so many that they now have a surplus of water that they are selling.

People in NJ are still waiting for FEMA to get some of that gov flood insurance to them after hurricane Sandy. Another slush fund for politicians that claims to be help for weather damage is absurd.
