So Louis doesn’t want to testify about what she was doing while in the employ of taxpayers. That sounds like a breach of contract to me. I say freeze her retirement and savings accounts until she has had time to think about her crimes against the people. Maybe even turn up the pressure with an IRS audit of her Tax returns at the same time.
Has she made a proffer?
Depending on what she has to say, I’d consider use immunity.

But, but what does she need immunity for when she claims she’s innocent of any wrong doing and the IRS isn’t targeting anyone, huh? Smells like she just admitted to everything.
