Altogether, 8 counties in Texas recorded no Republican votes in the primary.

But 21 counties recorded zero Democrat votes.

That's not to say that there are no Republican voters or Democrat voters in these counties. Instead, it means that there is no party machinery in these counties -- nobody to conduct the primary elections, staff the precincts, etc.

There were votes for the other party in the zero vote counties of one party
or at least in the ones I checked.
