They are still trying to get the Statutes corrected to rectify the problem. The
primaries are under the control of the each Party and several counties have
no Party Chairman. Here is a link to an article about the problem.

Of the 22 Texas counties without a Democratic Party chairman, nine are in the
Panhandle/South Plains region, according to the state party. Despite the new law,
in most of those counties, people wanting to vote in the Democratic primary can’t cast
a ballot, unless they vote in the GOP primary.

On the Republican side, only four counties in the state don’t have a party chairman and
of those only sparsely populated Irion County, in the San Angelo area, is in West Texas.

Is it not stunning that Loving County (pop. 71) a.) would have both a Republican party chairman and a Demmocrat party chairman and b.) could produce both a Republican and a Democrat party primary...and record ten votes for governor in each primary?
