I do not understand how people misunderstand the concept of conceding. There is nothing legal or final about it. Conceding a race is nothing more than graciously congratulating the winner. That's it - nothing more.

Sink could concede the race tonight and then, by golly, thousands of votes could materialize overnight in her favor and she would be declared the winner, even if she spent hours congratulating the winner and wishing him the best (conceding).

The winner of the election is the one with the most votes. It is no more complicated than that. Concession speeches mean nothing.
