This would require a State to coordinate the landing and refueling. Plus they then can claim we didn’t do it when the bomb goes off. No one will want the retaliatory strike to hit them.

A state, or rogue authorities within that state or its Military...someone would likely have to be looking the other way...

Retaliatory Strike from the POS? LOL.

My guess it was hijacked by either the pilots, actually diverted, or by some rag head bunch, and is lost at sea due to a fuel shortage. Without knowing the destination, it will be difficult to surmise where it is albeit they should know how much fuel was supposed to be on board. I hope someone checked the fuel supply for where they departed to ensure it was not refueled.
