Why should a paid clerk be able to keep criminal information confidential but a duly appointed law Enforcement Officer can’t?

Because of the contract with the informant.

There is no contract. Contract can not contain provisions that are against the law. Since it is law that a Defendant must be provided ALL discovery, one can’t hide the Discovery behind a Crimestoppers Logo.
I have seen the Crimestoppers logs in many cases. They are redacted to ID #s. However, when something is suspicious the Court can look into the item requested.
Crimestoppers is usually funded by the Gvo’t and/or is part of a Gov’t Agency itself. They can’t hide the information. Just because you want it to be so, doesn’t make it that way.
