It is really a civil liberties infringement. Your liberties are based upon natural law--and flow from the realities of Creation. "Civil Rights," are the new "rights" created by civil governments, and are usually at least partially in derogation of your natural rights--or liberties.

There is no way that your right to record what you see is dependent upon legislation.

If you can be called to testify as to what you saw, you should be able to record what you saw.
