It’s like kidnappers. They get one thing and immediately want something else. They’ll keep this up because it would be suicide for them to actually reach an agreement. Even if they do reach an agreement they can’t enforce it on the other groups. There is no “Palestinian” government.
They do this only for money. Our government gives them millions to negotiate.
