The inclusion of unknowing “volunteers” in some sort of experiment is an old and widespread practice among the various despotic and tyrannical governments over the span of history, and probably for most of pre-history as well.
Back in the late 1940’s, while there were atomic bombs still being tested in the atmosphere, the radioactive drift was measured by the civilian collateral damage that was detected. So even the relatively free and open government of what was then known as the “United States of America” was a participant in this sort of expropriating the services of US citizens as laboratory rats, without their knowledge, consent, and for the most part, only very belated compensation, if any.
