And this makes her responsible for Crimea because?? I guess we are now in the business of punishing foreign lawmakers because we don’t like their domestic political positions. This is blackmail. And no Russian lawmaker will abandon Russian national interests to please America.

Well, this might be the legal ground but they make it look like it is a kind of Sudetenland or Osetian thing.

In reality Russia has a program aimed to bring back some Russophone population aimed mostly at Ukraine, Baltics, Israel and Kazakhstan. It involves tax preferences, financial incentives and also amnesty to said people who are currently residing in a contry.
Misulina was somehow critical to Russian migration policies which brought over 10 million muslims and Asians but few Christian ethnic Russians. A proposal was to ease obtaining a Russian citizenship to Ukrainian nationals, I don’t remember if Crimea was specifically mentioned. And it was long before it has all started in Kiev.
