The U.S, had no need of immigration in 1965. No one even used that as a reason for the 65 act. They would have been laughed out of the room.
The act was justified by the usual sobbing liberal shibboleths: evil American racists had broken up families by preventing wives and children from joining their hard toiling immigrant Dads, there were only a few, and it “would not change the ethnic makeup” - Kennedy’s words.
Family reunification would be the primary consideration from then on.
A few thousand at most was the reassuring cooing that they gave.
