Well, if someone were using your land for 25 years without your permission, the government would use "adverse possession" to give your land to them.
But I guess it's different when it's government land being used.

And that is something you would advocate as the right and honorable thing to do? I wouldn’t.
They need to fact the fact didn’t own the land and haven’t paid the rent since 1993.

Nevada is a 'color of title' state. To gain title to land by adverse possession, you must have a document purporting to convey title that has the appearance of good and valid title to property, but which actually conveys no title (a) because the grantor didn't hold title or (b) there is a defect in the conveyance document.
You can't obtain title simply by using another's land.
