As with anything the Government gets their hands in...they will make it as complicated and twisted so that finding the facts is like unraveling a ball of various colored threads.

I have a hunch Harry Reid is behind this....or at least instrumental....but he usually doesn't get involved and move mountains for organizations, or groups, regardless of what they are, unless he stands to gain monetarily himself. Reid's greed and grandiose is more than well known.
