The City of Chicago and the State of Illinois are supposed to be broke, but there is always money for those who are connected. The diverted tax dollars in Tax Increment Financing accounts could pay the city pension debts, but it is more important that the cash be used as a mayoral slush fund.
Not content with controlling the Democratic Party, Emanuel backers are busy infiltrating the Illinois Republican Party.

All governments at every level have the same problem: SPENDING.
They collect more than enough money to sustain those publicly owned assets that people really care about. The rest is spent on cronyism and winning elections.
