Marshall acknowledged that the Affordable Care Act probably will help Republicans in this year's midterms, but that in the long run, they'll suffer at the polls unless they face the supposed fact that the law is a success.

When one talks about success one has to have a measurable goal at the outset with which to compare the outcome. To me this can only be the forecasted results of the ACA which Obama and the Democrats argued for the bill before its passage. Namely more Americans covered by high quality health insurance at a lower cost to the individual and the government.

For the last six months or so the administration and the Democrats in general have been attempting to lower the public’s expectations of ObamaCare I think with little results. Their efforts to promote the bill perhaps were too successful and the reality of the bills results to unsuccessful and to wide spread.

But as a measure of how scared the Democrats are we can see them pull out their usual tools of deception; move the goal post and change the definitions. They have changed the definition of who has signed up for ObamaCare and delayed again and again who must comply with the ACA and when.

And to make sure that ObamaCare meets the measure of success Obama is having the Census Bureau message the census questions to make the results incomparable to past census data. http://www.nytimes.com/2014/04/16/us/politics/census-survey-revisions-mask-health-law-effects.html

For Democrats success looks like whatever they want success to look like because they can change the measuring stick anytime they want to.

Enter the Census Bureau to uncook the books to no longer exaggerate the number of uninsured - viola, instant reduction in the uninsured!!
The Republicans need to start right now, declaring that the new estimate of the number of uninsured will be lower - and emphasizing that it will not be because the true number of uninsured will be lower than before - only that all prior estimates on the number of uninsured were systematic exaggerations which never bore any relation to reality.
Actually, the pitch should be made in the opposite order:
  1. the past statistics were a fraudulent sales pitch for ACA, and

  2. the new statistics will be lower, not because of any real reduction in uninsured, but only because previously the number of uninsured was systematically exaggerated.
