She's right.
Djibouti has contributed just as much to creating the Internet as the USA.

Except, perhaps, the nation that created it and paid for it with American tax dollars.

Oh shut up Brazil, what have you slackers contributed to much of anything?
Even if we didn’t control what we created, we wouldn’t give it to you.

Um, would that have been a DARPA initiative? What about Lucerne SW? Any credit due there? I guess Brazil thinks the un should control it huh? They do so well with everything else they try to manage/control.

Except, perhaps, the nation that created it and paid for it with American tax dollars. Respectfully disagree. Although the US has provided a great deal for infrastructure locally, we provide little more than dues to the committee of standardization (ITC, W3C, IETF, etc.)
BTW, great tagline.

When Brazil builds an internet, we'll make no effort to control it.
They can do that after they master sanitary drinking water.

Al Gore owns the internet. He also owns Global Warming and was elected President in 2000. He came from the planet Krypton. Defy him at your own peril. He also has an army of Poodles.
