I say if they score in the 2% on the SAT and are in the top 5% of their class, give them all free tuition, citizens and illegals alike. I think I would throw in citizenship too.

Why?

Do you always reward criminal actions?

Liu, Tung-Sheng Tung-Sheng Liu, who risked his life to help American pilots in China during WWII, died of pneumonia in Monterey Park at age 92. Born in China, Mr. Liu helped rescue U.S. airmen of the Doolittle Tokyo Raiders who bombed Japanese targets and then crash-landed in China in April 1942.Mr. Liu came to the U.S. in 1946 to study at the University of Minnesota. I am going to add more to this story. Liu was studying aeronaudical engineering and was fluent in Enlish and Chinese which is why he was so helpful to the Doolittle raiders.

Liu wanted to come to the USA earlier and Doolittle himself tried to get him in, but the immigration law at the time banned everyone from China from immigrating no matter what.

He finally made it with the German Nazi scientists after the war to help develope the USA military aircraft.

And he eventually became the chief engineer of the Galaxy c5A.

Is that good enough reason to let the best and brightest people into the USA.
