Net Neutrality?

Just need a quick, clear understanding of Net Neutrality. I think it is Activism because I am always suspicious of the government trying to control the Internet.

As I understand “Net Neutrality”, the issue isn’t as much about charging people more for their excessive bandwidth use. I can understand the logic of that. It’s about the slowing of Internet traffic. If I am paying for 18 Mbps, then I should get that speed regardless if I am streaming Netflix or reading Free Republic. If my Internet provider can slow down my Internet speed when I go on Netflix, then I’m not getting the service that I’m paying for.
