I can see where living in these “war zones” would make one insensitive to many things.
The solution is a dusk to dawn curfew and shoot on site those who break it. I would never really want that but something has to be done.
You haven’t really lived in Oakland until you’ve heard, sometime in the wee hours, the pop-pop-pop of gunfire and no police sirens afterwards.
