Thats a very odd system. But I live in the oldest commonwealth in the country.
It was different before Reconstruction. Some jokers from up north thought it would be a good idea if the Texas governorship was a relatively weak office. In short, we didn't come up with that idea.

They were listening to the wrong jokers from up north then. The constitution of MA was written by John Adams himself, and he always recommended a strong executive, checked by the other powers of course.
