That means they KNEW something would happen... otherwise why have the excuse (the video) ready to use? I suspect this White House, like every administration before them, has contingency plans for everything.
The only difference being that previous administrations had action plans, a list of activities to reduce and ameliorate any threat to the United States and its allies.
Obama only has a list of who to blame...
