Return of ammo can be problematic, but is not impossible.
To start with, these huge contracts likely haven’t yet delivered the ammo, but would be very hard to cancel up front. They also likely include money to pay for infrastructure improvements to make that much more ammo.
That is, they have the same problem of the $500 Air Force toilet seats, of which $480 goes to pay for the toilet seat making machine, but is added to the $20 price of the seat in the budget.
However, once the ammo is delivered, it should first be diverted to DoD, who can be very orderly about selling off the surplus. Likely they are short a lot of ammo as well and are rebuilding their stores, so this would help them to do so faster.
