GM CEO Mary Barra says the personnel worked in several areas including engineering, legal and public policy, and that a disproportionate number of them were senior executives or higher. IOW a disproportionately low number of them were union employees.

Can’t blame the union here. They assemble what they are given. If the parts are faulty, it is engineering or management.
