People who can afford remittances to their “home country,” camera phones, designer sneakers, bling, etc. can afford to feed their children etc. This is just a case of blatantly gaming the system.

We stopped after we had three kids, we figured that is all we could afford to feed, clothe, and educate! And I am not a rocket scientist!
