Those State Department cell phones were a prime objective of the attack. By using them, it let the US know for sure that the enemy had captured our Ambassador. It also provided them with direct access to Hillary, and thus to Obama. Once the enemy knew Obama was on the phone, they issued their demands.
They blackmailed Hillary and Obama and those two jackasses used American taxpayer money to pay.
