The Internal Revenue Service is required by federal law to keep records of all agency emails and to print out hard copies of the emails to make sure they get saved in the event of a computer glitch.
The IRS recently claimed that it lost 24,000 of 67,000 emails that ex-official Lois Lerner sent between 2009 and 2011, due to a computer crash. The IRS, which agreed to turn over all of Lerners emails to the House Committee on Ways and Means, specifically lost emails Lerner sent to other Obama administration agencies and the White House. Lerner is a major figure in the targeting scandal that has hit the IRS.
Meanwhile, President Barack Obamas press secretary, Josh Earnest, backed up the IRSs claim of a computer crash. The IRS claimed that it is currently working to retrieve the emails by working with the other agencies, which are not obligated by the IRSs agreement with the Ways and Means Committee to cooperate.
The [Federal Records Act] requires agencies to make and preserve records of agency decisions, policies, and essential transactions, and to take steps to safeguard against the loss of agency records, said House Oversight and Government Reform Committee Chairman Rep. Darrell Issa, who subpoenaed IRS Commissioner John Koskinen Monday.

I don’t know what is more disturbing. The fact that she claims she lost all her emails due to a hard drive crash, or the fact that government regulation requires bureaucrats to print out and store each email they send. Any wonder why the government is hopelessly inefficent and spending money like a drunken sailor?
This whole story is nonsense. Maybe they will eventually turn them over, possible its just a way to delay and embarrass the congress. But I do not for a second believe that the IRS did not have mail servers and back-ups off-site, relying solely on her personal computer to save/store all communications.
More likely is a) intentional destruction, b) mischief brinksmanship/game playing between branches, c) she used a personal mail box to avoid the kind of scrutiny she now faces.

Well, everybody knows that Obama and his side-kick Holder don't enforce the laws they don't like.
Right on. If an email left her computer or an email was received on her computer, it is stored somewhere.
Those printouts were destroyed in a fire.
Now everybody, let’s just calm down and think pleasant thoughts—let’s think about, say, how patient, understanding and forgiving the IRS is with us when they have our azzes in a wringer ....
On second thought I wanna see some hatchet-faced IRS female cadre and four-eyed tax persecutor bullies being perp-walked—and I mean cuffed and frog-marched—before this demokrat sozialist workers party travesty is over.
Her emails did not reside on her local hard drive. She might have had local copies of her emails via an email client, but the emails themselves persist on the server.
I haven’t seen anything about a server drive crashing, only that Lerners local hard drive failed. They really must think the American people are so stupid in every way that they could get away with such a transparently bogus story.
The computer crashed? How unfortunate. Just hand over the hard copies and we will continue the investigation. You don’t have the hard copies? Where are they? Go get them, NOW!
This isn’t going to end well for some apparatchiks.
Unless they end up swinging from ropes it’ll be too damned good for them.
