The fence is the concept of a fool....... the border is a river.
A river is cross able though; a fence will at least low them. They could turn the border into an African style wildlife refuge and put tigers, lions, rhinos, and elephants down there...and could put some meat flavoring into the river to make border violators a little more tasty....I kid, I kid...: )
