A major cause of the problem is people not bothering to pay the bill for months and years.

A major cause of the problem is people not bothering to pay the bill for months and years. Then they should have been collected years ago. Where did the system break down? Why wait until now to do something about it?
I know there are no simple answers and no easy solutions.
