The root of the problem is open primaries (no registration by party.)
I have heard people in Tennessee say, “I am a registered Republican (or Democrat.)” This is untrue in an open state.

The problem here is that people who didn’t vote at all in the general election can vote in the runoff...and crossover.

NOW is the time to fight this illegal voting tsunami. Its time to get voter ID in EVERY state and county. I agree - except - probably the only way universal voter ID gets passed is by a national ID card for all legal citizens. Illegal residents of all sorts would still be illegal, same as now.
But, even considering that, I'm for it because as it is now we already have national ID via SS numbers or tax ID number. So go ahead and tighten the voting requirements.
