Colorado and New Mexico are service dog friendly. My brother takes his service dog everywhere. He gets compliments for the dogs behavior all the time.
Take the vest off and Bailey becomes a pesky, slobbering Frisbee chasing monster. The behavior modification of the vest of a true service dog is a wonder.

It really is. My GSD is a different animal when vested v. naked. :)
