Oh yes there is, pass a law that allows any US Citizen to use what ever force he or she deems necessary to prevent any crossing of the border other than at a legitimate BP controlled crossing.
That will be part of the law protecting the border for the Republic of Maine after the secession vote on June 12, 2018.
