In his statement, the Republican governor cited the failure of legislators to deliver measures reshaping the retirement systems for state and public school workers. He cited the rising costs of pensions under current law.

In other words, the budget they sent to him doesn't do enough to cover the tracks and hide the waste of all the money siphoned off the pension systems probably by him and several other politicians in the past AND it obviously does not comfortably kick the can far enough down the road so that if he wants higher office aspirations, this doesn't bite him!!
