Forgive my ignorance but when Israel and Israeli’s are targeted like this, why don’t they just take out the leaders of these organizations?

Those leaders go to the deepest holes and stay hidden until the heat is off. That’s really what they do. But, there are some leaders that Israel waits patiently for, and sooner or later they do get them.
