um... I thought this had to do with home healthcare workers caring for family members being forced to pay union dues? what does that have to do with government contractors?
Those parents caring for disabled family members were paid a given amount per month by Medicaid/Medicare and have been referred to as contract workers.
The unions referred to them as healthcare workers so they could collect dues.
