Congress needs to write one sentence law back dated to the 2008 bill:

All children not from Mexico and or Canada, entering illegally into the United States of America will be sent 1st class back to countries of origin.

Then Congress will pass a bill funding UA/American/all others airlines to send the children back to country of origin.
