"So they were “Given to them because they are without mean? By Who?"

Why do you think that people from Latin America must be given clothing? Are you under the impression that they are normally walking around naked in their native lands?

"By appearances in the photos I have seen, they are all well dressed."

I guess, if you consider t-shirts, jeans, sweatpants, and gym shoes to be "well dressed":

I could put most of those ensembles together for 30 bucks at a dollar store here in the U.S., probably a quarter of that if I purchased the clothes in Mexico.

"In our country it is ILLEGAL to ship children out of the country unescorted regardless if they dress them nicely first!"Sure, but I don't see what that has to do with how a couple of them got these shoes.

This is your best/worst photo? Just so we have clear communication. It is not about the shoes. IT IS ABOUT 90,000 CHILDREN traveling over 1,000 miles without their parents and an INVATION through the children to have the parents moved into the our Country!
This is prostitution of these children. I have no sympathy for the parents, politicians, or any other “do gooder” that would promote the prostitution of these children.

WHO bought the shoes? WHO is promoting this travesty?
