Livingston and Roger Sherman to draft the Declaration, which was to be ready when Congress voted on independence... The committee in general, and Jefferson in particular, thought Adams should write the document, but Adams persuaded the committee to choose Jefferson and promised to consult with Jefferson personally.[40]
