I think Keystone, as it was originally envisioned, is gone forever.
ie - Tar sands oil from Canada will not be going to Midwest refineries.
However, in the interim, we’ve had this huge development in the Bakken...and the Dept of Interior can do nothing to stop a pipeline from North Dakota. The final northern link will change from the tar sands of Canada to the light shale oil from the Bakken.
And Canada will be left out of the mix.
Alberta tar sands oil is already flowing to Midwest refineries, via the Manitoba-Steele City-Wood River link.
The absence of the XL link -- direct from Alberta to Steele City (via Baker, MT) -- means that tar sands oil won't be flowing to Gulf Coast refineries.
