If they want to direct "Food Stamp" recipients to specific foods, simply implement policy restrictions on what can be purchased. Problem solved.
But no, they can't make a single move without trying to make someone bleed one way or another.

Barring eliminating welfare altogether, yours is probably the best idea. Much easier than trying to program cards and items to ID which are allowable.
