By assigning one ATF Agent per Gangsta, the ghetto utes will have a father figure who can improve their skill with firearms. Improved marksmanship could end the Chicago problem faster
BTW, The ATF has moved up the intelligence ladder. They are no longer the dumbest. That title now goes to TSA Agents, whom I believe are recruited from the lists of those who fail the ATF exam.
