Evidently the top levels at the VA have been gaming all the numbers to defraud the taxpayers by falsely triggering cash reward triggers. If they are already engaged in crime, what is a little more crime. These people are thieves. They steal from their patients and they steal from the taxpayers.

Simple solutions. Find out where numbers were falsely reported. Fire those people and then take legal action to recoup fraudulently earned bonuses. Cancel the bonus program. Last, hire a bunch of newly retired military hospital staff members to go around an inspect the VA and clean house.
