The 2016 question is does the Tea Party have enough influence to get their candidate nominated (it's the GOP nomination, not the general election, that is the key, as it has been for the last 40 or so years).

There, I fixed it for you.
Paul, with his Amnesty proposal, backing McConnell over Bevin(Tea-Party), backing off of the social issues, and refusing to fight for McDaniel(Tea-Party) against the corruption of the GOP-E, is no more Tea-Party than any other garden variety GOP-E politician.
