The militant group Islamic State (Isis) has ordered all girls and women in and around Iraq's northern city of Mosul to undergo female genital mutilation, the United Nations says.
The "fatwa" issued by the Sunni Muslim fighters would potentially affect 4 million women and girls, the UN resident and humanitarian coordinator in Iraq, Jacqueline Badcock, told reporters in Geneva by videolink from Irbil.

You are describing the UN Bureaucrats, and at that only those from the Western Developed World. The political power and the remainder of the bureaucracy resides in various pressure groups, of which the most populous and powerful is the OIC (Organization of Islamic Cooperation), a 57 nation group with a permanent delegate representation to the UN.
One of its most recent and infamous efforts has been to have criticism of Islam being equated to a Human Rights violation and thus banned by the UN! This was done in 2008 under the auspices of The Human Rights Council at the United Nations.
FYI: There is no OCC (Organization of Christian Cooperation) or OCWJGA (Organization of Can't We Just Get Along?) in the UN or any other international body that I know of.

Apparently no men in Mosul have any balls to stop this violation of their women.
