Can I ask a dumb question (and I asked a Mass State Trooper the same when I ran afoul of a barrycade) "under what statute do they have the authority to close the road?".

Even though I’m a lawyer I am not giving an answer based on any research but will take a guess.
I suspect that the SS has been given broad powers by Congress to carry out the job of protecting those it is assigned to.
As a practical matter I doubt any state or local officials really do anything other than what they are told.
That’s just my suspicion, and I think some of their actions are constitutionally suspect at best.
